DIGEST 

Currently, state law requires marriage licenses to be printed on two sides
of the same piece of paper. Some counties may want to redesign their
marriage license form so that a one-page, computergenerated form could be
used.  Such a form may require less staff to complete.  This bill would
allow counties to design and use a one-sided marriage license form.   

PURPOSE

As proposed, S.B. 1478 allows counties to design and use a one-sided
marriage form, rather than a two-sided marriage form.  

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 1.07(c), Family Code, to require the clerk to
enter on the marriage license the names of the licensees, the date the
license is issued, and the name of the person appointed to act as proxy
for an absent applicant, if any.  Deletes text requiring the clerk to
enter such information on the reverse side of the marriage license.      

SECTION 2. Emergency clause.
  Effective date: upon passage.
