SRC-TNM C.S.S.B. 1553 75(R)BILL ANALYSIS Senate Research CenterC.S.S.B. 1553 By: Ogden Education 4-10-97 Committee Report (Substituted) DIGEST Currently, the Williamson County school districts of Georgetown, Hutto, and Thrall are in Austin Community College's (ACC) service area. These communities are located a considerable distance away from the nearest ACC campus and because they are not in the ACC taxing district, they are subject to higher, out-of-district tuition rates and fees. Several Williamson County communities have expressed an interest in being jointly served by Temple Community College (TCC) and ACC. By using these school districts' existing infrastructure, TCC will be able to offer in-district rates, without taxing the residents of these communities. C.S.S.B. 1553 would allow the school districts of Georgetown, Hutto, and Thrall to be located in both the service areas of Temple Community College and Austin Community College. PURPOSE As proposed, C.S.S.B. 1553 outlines provisions regarding the service areas of certain public junior colleges. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Sections 130.166 and 130.202, Education Code, as follows: Sec. 130.166. AUSTIN COMMUNITY COLLEGE DISTRICT SERVICE AREA. Provides that the service area of the Austin Community College District includes the territory within Williamson County, except the territory within the Florence, Granger, Hutto, Taylor, and Thrall, rather than Granger, independent school districts. Sec. 130.202. TEMPLE JUNIOR COLLEGE DISTRICT SERVICE AREA. Provides that the service area of the Temple Junior College District includes the territory within the Granger, Hutto, Taylor and Thrall independent school districts located in Williamson County. Makes a nonsubstantive change. SECTION 2. Provides that the change in law made by this Act applies beginning with the 1997 fall semester, except that during the 1997-1998 academic year a junior college district whose service area is changed by this Act may continue to treat an area removed by this Act from the district's service area as if the area were still in the district's service area as necessary to avoid an unreasonable interruption of junior college services in the area. SECTION 3. Emergency clause. Effective date: upon passage. SUMMARY OF COMMITTEE CHANGES SECTION 1.
