IMF S.B. 1624 75(R) BILL ANALYSIS STATE AFFAIRS S.B. 1624 By: Duncan (Kubiak) 5-15-97 Committee Report (Unamended) BACKGROUND A state employee may apply to the administrator of the Sick Leave Pool to withdraw time from that pool. This bill would require the applying employee to submit documentation of the illness or injury necessitating the withdrawal of time from the pool. PURPOSE As proposed, S.B. 1624 would require a state employee wishing to draw time from the state sick leave pool to provide the administrator with a written statement from the practitioner treating the employee or the employee's family member. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 661.005 of the Government Code by adding a new subsection (b) to require a state employee who wishes to withdraw time from the state sick leave pool to provide the pool administrator with a written statement from the practitioner treating the employee or the employee's immediate family. SECTION 2. Amends Section 661.006 of the Government Code by adding a new subsection (a) that prohibits an employee from withdrawing time from the sick leave pool except in the case of catastrophic illness or injury. SECTION 3. Effective date: September 1, 1997. SECTION 4. Emergency clause.
