SRC-SLL S.B. 1659 75(R) BILL ANALYSIS Senate Research Center S.B. 1659 By: Shapiro Criminal Justice 5-21-97 As Filed DIGEST Currently, the law allows a community supervision officer to share information about an adult sex offender with certain treatment providers for the purpose of facilitating the rehabilitation of the sex offender. However, because of the limited definition of "sex offender," supervision officers may only share information about a sex offense of which the offender has actually been convicted. This bill will expand the definition of "sex offender" to include people who admit committing a sex offense for the purpose of allowing information sharing between the supervision officer and the treatment provider. PURPOSE As proposed, S.B. 1659 expands the definition of "sex offender" to include people who admit committing a sex offense for the purpose of allowing information sharing between the supervision officer and the treatment provider. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 9(m), Article 42.12, Code of Criminal Procedure, to redefine "sex offender" to include a person who has admitted committing an offense under one of certain provisions of the Penal Code. SECTION 2. Emergency clause. Effective date: upon passage.
