JWW S.B. 1676 75(R)BILL ANALYSIS PUBLIC SAFETY S.B. 1676 By: Barrientos (Stiles) 5-15-97 Committee Report (Unamended) BACKGROUND Currently, the Crime Stoppers Advisory Council is composed of five members appointed by the governor. The member's term of office is for two years. This bill increases the membership of the council from five members to seven and provides for staggered terms of four years which expire on February 1 of each odd-numbered year. PURPOSE This bill will establish the terms of the members of the Crime Stoppers Advisory Council. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 414.002, Government Code, as follows: (b) The advisory council is increased from five board members to seven. Each being appointed by the governor with the advice and consent of the senate. The required number of previous local crime stoppers participants sitting on the advisory council is increased from three to four. (c) This subsection is amended to state that the terms of council members will be staggered four year terms which expire on February 1 each odd-numbered year. Deletes a provision stating that the term of office of a council member is two years. SECTION 2. Requires the governor to appoint one additional member to the council and adjust the terms of the current members promptly after this Act takes effect. Requires the governor to appoint one person to a term expiring on February 1, 2001. Requires the terms of three members to expire on February 1, 1999, and the terms of two other members to expire on February 1, 2001. SECTION 3. Emergency clause. Effective date: 90 days after adjournment.
