DIGEST 

Currently, the Crime Stoppers Advisory Council is composed of five members
appointed by the governor. The member's term of office is for two years.
This bill increases the membership of the council from five members to six
and provides for staggered terms of four years with the terms of one-half
of the members expiring on February 1 of each odd-numbered year. 

PURPOSE

As proposed, S.B. 1676 establishes the terms of the members of the Crime
Stoppers Advisory Council. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Sections 414.002(b) and (c), Government Code, to provide
that the Crime Stoppers Advisory Council (council) consists of six, rather
than five, members appointed by the governor with the advice and consent
of the senate.  Requires at least four, rather than three, members to be
persons who have participated in a local crime stoppers program.  Deletes
a provision that the term of office of a member is two years.  Provides
that members of the council serve staggered terms of four years with the
terms of one-half of the members expiring on a certain date. 

SECTION 2. Requires the governor to appoint one additional member to the
council and adjust the terms of the current members promptly after this
Act takes effect.  Requires the governor to appoint one person to a term
expiring on February 1, 2001.  Requires the terms of three members to
expire on February 1, 1999, and the terms of two other members to expire
on February 1, 2001. 

SECTION 3. Emergency clause.
  Effective date:  90 days after adjournment.
