DIGEST 

Currently, the State Board for Educator Certification is required to
appoint an advisory committee to recommend standards for a class of
educator certification before the board considers standards for educator
certification.  Persons who do not currently possess a certificate are not
allowed to serve on an advisory committee.  This bill changes the
composition of the advisory committees appointed by the State Board for
Educator Certification.    

PURPOSE

As proposed, S.B. 1682 changes the composition of the advisory committees
appointed by the State Board for Educator Certification. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 21.040, Education Code, as follows:

Sec. 21.040. GENERAL POWERS AND DUTIES OF BOARD.  Sets forth requirements
of the State Board for Educator Certification (board), to include the
requirement for the board to appoint an advisory committee composed
primarily of members of each class of educator certificate to recommend
standards for that class to the board. 

SECTION 2. Emergency clause.
  Effective date: upon passage.
