DIGEST 

Currently, the Public Funds Investment Act requires every member of the
governing board of a state agency and its investment officer to attend a
training session to be provided by the governor's office for certain
individuals and by the Texas Higher Education Coordinating Board
(coordinating board) for other individuals.  To fulfill this provision, a
videotape prepared jointly by the office of the governor and the
coordinating board is sent to all state agencies.  This bill will require
the coordinating board to provide all training required under the Public
Funds Investment Act. 

PURPOSE

As proposed, S.B. 1755  requires the Texas Higher Education Coordinating
Board to provide all training required under the Public Funds Investment
Act. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 2256.007(b), Government Code, to require the
Texas Higher Education Coordinating Board (coordinating board) to provide
the training under this section. Deletes existing text requiring the
governor's office to provide training to members and officers other than
members and officers of an institution of higher education and requiring
the coordinating board to provide the training from members ans officers
of institutions of higher education. 

SECTION 2. Emergency clause.
  Effective date: upon passage.
