TWT S.B. 1849 75(R)BILL ANALYSIS TRANSPORTATION S.B. 1849 By: Madla (Longoria) 5-9-97 Committee Report (Unamended) BACKGROUND Texans were deeply saddened by the passing of the Honorable Frank M. Tejeda, Jr., on January 30, 1997, at the age of 51. Congressman Tejeda lived a distinguished life of service to his state and country, first as a decorated Marine and later as a scholar and elected public servant. Congressman Tejeda was also a dedicated father to his three children and an active member of his community, often contributing his time to community organizations. PURPOSE In honor of the late Congressman Frank M. Tejeda's distinguished life and unyielding service to others, S.B. 1849 would designate a portion of United States Highway 281 in Bexar County as the Congressman Frank M. Tejeda Memorial Highway. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 225B, Transportation Code, by adding Section 225.034, as follows: Sec. 225.034. CONGRESSMAN FRANK M. TEJEDA MEMORIAL HIGHWAY. Provides that United States Highway 281 from its intersection with Loop 410 in Bexar County to its intersection with the Atascosa-Bexar County Line is designated as the Congressman Frank M. Tejeda Memorial Highway. Requires the Department of Transportation (department) to design and construct memorial markers indicating the highway number, the designation as the Congressman Frank M. Tejeda Memorial Highway, and any other appropriate information. Requires the department to erect a memorial marker at each end of the parkway and at intermediate sites along the parkway that the department determines are appropriate. SECTION 2. Emergency clause. Effective upon passage.
