SLC S.B. 1922 75(R)BILL ANALYSIS LAND & RESOURCE MANAGEMENT S.B. 1922 By: Galloway, Michael (Zbranek) 5-8-97 Committee Report (Unamended) BACKGROUND Currently, the coastal management plan, used for coastal management purposes, is interpreted to include areas in Liberty County. This was not intended, and Liberty County has asked to be removed from the plan. This bill will change the definition of "coastal wetlands" for purposes of the coastal management program administered by the Coastal Coordination Council to exclude areas in Liberty County. PURPOSE SB 1922 changes the definition of "coastal wetlands" for purposes of the coastal management program administered by the Coastal Coordination Council to exclude areas in Liberty County. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 33.203(7), Natural Resources Code, to redefine "coastal wetlands" to mean wetlands located, among others, within rivers and streams, to the extent of tidal influence, as shown on the Texas Natural Resource Conservation Commission's stream segment map, excluding the portion of the Trinity River located in Liberty County. Makes conforming changes. SECTION 2. Emergency Clause. Effective Date: upon passage.
