CJ S.B. 1936 75(R)BILL ANALYSIS JUVENILE JUSTICE & FAMILY ISSUES S.B. 1936 By: Cain (Denny) 5-13-97 Committee Report (Unamended) BACKGROUND Currently, the Rockwall County Juvenile Board (board) provides juvenile service to the county. Under current law, the board consists of only the county judge and the district judge of Rockwall County. S.B. 1936 would allow one county commissioner, one member of the board of trustees of the Rockwall Independent School District, and one member of the board of trustees of the Royse City Independent School District to the board. PURPOSE As proposed, S.B. 1936 outlines provisions regarding the composition of the Rockwall County Juvenile Board. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 152.2051(a), Human Resources Code, to provide that the Rockwall County Juvenile Board is composed of, among others, one county commissioner, one member of the board of trustees of the Rockwall Independent School District, and one member of the board of trustees of the Royse City Independent School District. SECTION 2. Effective date: September 1, 1997. SECTION 3. Emergency clause.
