DIGEST 

Currently, the juvenile board (board) of Hays County is composed of the
county judge, the Hays County district judges, the judge of the county
court at law, and the county attorney.  The commissioners court is allowed
to pay juvenile board members additional annual compensation of not more
than $300.  S.B. 1938 alters the make-up of the board by removing two
non-resident district judges and including the district judge of the 22nd
judicial district, the judges of the county court at law, the sheriff, and
the criminal district attorney, in an effort to make all of the board
members residents of Hays County.  In addition, this legislation allows
the commissioners court to pay the board members at its own discretion.

PURPOSE

As proposed, S.B. 1938 establishes provisions regarding the Hays County
Juvenile Probation Department. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 152.1111, Human Resources Code, to provide that
the juvenile board of Hays County is composed of the county judge, the
district judge of the 22nd judicial district, the judges of the county
court at law, sheriff, and the criminal district attorney.  Deletes
existing text regarding the composition of the Hays County juvenile board.
Authorizes the commissioners court to pay the juvenile board members
additional annual compensation in an amount to be at the discretion of the
commissioner's court, rather than of not more than $300 for the added
duties imposed on the members.   

SECTION 2. Effective date:  September 1, 1997.
