DIGEST 

Currently, under Texas law, the Comal County Fresh Water Supply District
No. 1 (district) is an existing and operating fresh water supply district.
Previously, there have been various annexations of land into the district.
While there are no pending legal or administrative complaints against the
district, the board for the district wishes to have past annexations, bond
elections, and other proceedings of the board validated by the
legislature.  S.B. 1943 validates past annexations, bond elections, bond
issuances, governmental actions, and other proceedings and decisions made
by the board of the Comal County Fresh Water Supply District No. 1. 

PURPOSE

As proposed, S.B. 1943 validates past annexations, bond elections, bond
issuances, governmental actions, and other proceedings and decisions made
by the board of the Comal County Fresh Water Supply District No. 1. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. DEFINITION.  Defines "district."

SECTION 2. CREATION OF DISTRICT CONFIRMED.  Provides that the creation of
the Comal County Fresh Water Supply District No. 1 (district) is confirmed
and validated in all respects. 

SECTION 3. LEGISLATIVE DECLARATION.  Sets forth provisions regarding
declarations of the legislature. 

SECTION 4. VALIDATION OF ACTIONS AND PROCEEDINGS.  Sets forth provisions
regarding the validation of actions and proceedings. 

SECTION 5. APPLICABILITY.  Provides that this Act does not apply to a
person who is the subject of litigation pending or to any matter the
validity of which is the subject of litigation pending on the effective
date of this Act. 

SECTION 6. Emergency clause.
  Effective date: upon passage.
