DIGEST 

Currently, the county commissioners court sets the pay rate for many
county employees.  However, because of the unique responsibility of a
county auditor to audit local government agencies, district judges, and
not the commissioners court, both appoint and set the salary of county
auditors. This bill would permit the county commissioners court to augment
the county auditor's salary above the level district judges have set if
the county commissioners court also gives other county employees a pay
raise. 

PURPOSE

As proposed, S.B. 1945 authorizes the county commissioners court to
augment the county auditor's salary above the level the district judges
have set if the county commissioners court also gives other county
employees a pay raise. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 152.031, Local Government Code, by adding
Subsection (d), to authorize the commissioners court, if the commissioners
court of a county grants a pay increase to all county employees for which
the commissioners court is authorized to set a salary, to grant the county
auditor a pay increase in the minimum amount granted to county employees. 

SECTION 2. Emergency clause.
  Effective date: upon passage.
