DIGEST 

Currently, the new Federal Personal Responsibility and Work Opportunity
Act denies food stamps and other benefits to many noncitizens of the
Untied States.  The total number of immigrants expected to lose food
stamps in Texas has been calculated to be 140,937.  This resolution would
ask for the support of the Congress of the United States by requesting
Congress to allow legal aliens in need access to food stamps.   

PURPOSE

As proposed, S.C.R. 19 submits the following resolutions:

To request the Congress of the United States to amend federal law to allow
legal aliens access to food stamp benefits. 

To forward official copies of this resolution to the president of the
United States, to the speaker of the house of representatives and the
president of the senate of the United States Congress, and to all the
members of the Texas delegation to the congress with the request that this
resolution be officially entered in the Congressional Record as a memorial
to the Congress of the United States.
