DIGEST 

Currently, Texas is facing a crisis in funding for affordable housing,
because of the increasing rate in the growth of the population.  While the
federal government provides 93 percent of Texas' housing money, the Texas
Performance Review is a tool used to assist the state in increasing the
effectiveness and efficiency of governmental programs.  This resolution
authorizes the legislature to seek a Texas Performance Review for the
Texas Department of Housing and Community Affairs.  

PURPOSE

As proposed, S.C.R. 50 provides that the comptroller of public accounts is
requested to review and provide recommendations to the legislature
regarding certain matters.  Provides that the comptroller is requested to
provide the results of the performance audit to the governor, lt.
governor, and speaker of the house of representatives by June 1, 1998.
Requires the secretary of state to forward an official copy of this
resolution to the comptroller and to the executive director of the Texas
Department of Housing and Community Affairs.
