                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to participation by home school students in University

 1-3     Interscholastic League sponsored activities.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Subchapter D, Chapter 33, Education Code, is

 1-6     amended by adding Section 33.0831 to read as follows:

 1-7           Sec. 33.0831.  INTERSCHOLASTIC LEAGUE PARTICIPATION BY HOME

 1-8     SCHOOL STUDENTS.  (a)  Each home school student entitled to attend

 1-9     school under Section 25.001(a) is entitled to participate in an

1-10     activity sponsored by the University Interscholastic League on

1-11     behalf of the school district the student is eligible to attend

1-12     under Section 25.001(b) if the board of trustees of that school

1-13     district adopts a policy authorizing home school students to

1-14     participate in league-sponsored activities.

1-15           (b)  This section does not exempt a home school student from

1-16     satisfying, as provided by league rule, each eligibility

1-17     requirement for participating in a league-sponsored activity other

1-18     than class attendance requirements.

1-19           SECTION 2.  This Act applies beginning with the 1997-1998

1-20     school year.

1-21           SECTION 3.  The importance of this legislation and the

1-22     crowded condition of the calendars in both houses create an

1-23     emergency and an imperative public necessity that the

1-24     constitutional rule requiring bills to be read on three several

 2-1     days in each house be suspended, and this rule is hereby suspended,

 2-2     and that this Act take effect and be in force from and after its

 2-3     passage, and it is so enacted.
