By Driver H.B. No. 158 75R1296 JSA-D A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to repealing the exemption of certain foreign students 1-3 from paying tuition charged by public institutions of higher 1-4 education. 1-5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-6 SECTION 1. Section 54.207, Education Code, is repealed. 1-7 SECTION 2. The change in law made by this Act applies only 1-8 to tuition that becomes due beginning with the fall semester in 1-9 1997, except that a student allowed to register or preregister for 1-10 the 1997 fall semester before the effective date of this Act and 1-11 granted an exemption from tuition fees for that semester under 1-12 Section 54.207, Education Code, before the effective date of this 1-13 Act is entitled to the exemption for the 1997 fall semester. 1-14 Tuition for a semester or term before the 1997 fall semester is 1-15 governed by the law in effect at the time the tuition became due, 1-16 and that law is continued in effect for that purpose only. 1-17 SECTION 3. The importance of this legislation and the 1-18 crowded condition of the calendars in both houses create an 1-19 emergency and an imperative public necessity that the 1-20 constitutional rule requiring bills to be read on three several 1-21 days in each house be suspended, and this rule is hereby suspended, 1-22 and that this Act take effect and be in force from and after its 1-23 passage, and it is so enacted.
