No. 181 75R1911 KKA-D A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to a requirement that school districts open school 1-3 buildings after school hours for recreational purposes and 1-4 tutoring. 1-5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-6 SECTION 1. Subchapter D, Chapter 11, Education Code, is 1-7 amended by adding Section 11.164 to read as follows: 1-8 Sec. 11.164. ACCESS TO SCHOOL BUILDINGS. The board of 1-9 trustees of an independent school district shall adopt rules to 1-10 keep school buildings in the district open for student 1-11 recreational activities and tutoring of students after school 1-12 hours. In addition, the library in each school shall be open to 1-13 students after school hours. A school building and a school 1-14 library must be open for a minimum of two hours each evening and 1-15 five hours a day on weekends. A school district shall provide 1-16 supervision of the activities and use of the school building 1-17 through volunteers approved by the district. 1-18 SECTION 2. This Act applies beginning with the 1997-1998 1-19 school year. 1-20 SECTION 3. The importance of this legislation and the 1-21 crowded condition of the calendars in both houses create an 1-22 emergency and an imperative public necessity that the 1-23 constitutional rule requiring bills to be read on three several 1-24 days in each house be suspended, and this rule is hereby suspended, 2-1 and that this Act take effect and be in force from and after its 2-2 passage, and it is so enacted.
