                                A BILL TO BE ENTITLED

 1-1 AN ACT

1-2 relating to the location of certain events sanctioned or conducted

1-3 by the University Interscholastic League.

1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

1-5 SECTION 1. Section 33.083, Education Code, is amended by

1-6 adding Subsection (e) to read as follows:

1-7 (e) The University Interscholastic League shall establish a

1-8 procedure that allows municipalities to submit competitive bids to

1-9 host a statewide event sanctioned or conducted by the league. The

1-10 league must provide a municipality with established criteria by

1-11 which the league will evaluate a bid. The league shall award a

1-12 contract to host the event to the municipality whose bid best meets

1-13 the league's criteria.

1-14 SECTION 2. This Act takes effect September 1, 1997.

1-15 SECTION 3. Section 33.083(e), Education Code, as added by

1-16 this Act, does not apply to an event sanctioned or conducted by the

1-17 University Interscholastic League if the location of the event is

1-18 controlled by a contract entered into before the effective date of

1-19 this Act.

1-20 SECTION 4. The importance of this legislation and the

1-21 crowded condition of the calendars in both houses create an

1-22 emergency and an imperative public necessity that the

1-23 constitutional rule requiring bills to be read on three several

1-24 days in each house be suspended, and this rule is hereby suspended.
