                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the authority of a junior college district to enter

 1-3     into a tax abatement agreement under the Property Redevelopment and

 1-4     Tax Abatement Act.

 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-6           SECTION 1.   Section 312.002, Tax Code, is amended by adding

 1-7     Subsection (e) to read as follows:

 1-8           (e)  A junior college district may not enter into a tax

 1-9     abatement agreement under this chapter.

1-10           SECTION 2.  (a)  This Act takes effect September 1, 1997.

1-11           (b)  The change in law made by this Act does not affect the

1-12     validity of a tax abatement agreement entered into before the

1-13     effective date of this Act.  A tax abatement agreement entered into

1-14     before the effective date of this Act is governed by the law in

1-15     effect when the agreement was entered into, and the former law is

1-16     continued in effect for that purpose.

1-17           SECTION 3.  The importance of this legislation and the

1-18     crowded condition of the calendars in both houses create an

1-19     emergency and an imperative public necessity that the

1-20     constitutional rule requiring bills to be read on three several

1-21     days in each house be suspended, and this rule is hereby suspended.
