No. 527 1-2 (In the Senate - Received from the House April 4, 1997; 1-3 April 8, 1997, read first time and referred to Committee on 1-4 Finance; April 25, 1997, reported favorably by the following vote: 1-5 Yeas 11, Nays 0; April 25, 1997, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the sale or lease of superconducting super collider 1-9 property given to a county by the United States Department of 1-10 Energy. 1-11 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-12 SECTION 1. Chapter 270, Local Government Code, is amended by 1-13 adding Section 270.008 to read as follows: 1-14 Sec. 270.008. DISPOSAL OF SUPER COLLIDER PROPERTY. (a) If 1-15 the United States Department of Energy returns or gives to any 1-16 county any property that was used or was to be used in connection 1-17 with or by a superconducting super collider high-energy research 1-18 facility, the county may sell, lease, or otherwise dispose of the 1-19 property by a method determined by the commissioners court of the 1-20 county. 1-21 (b) A commissioners court disposing of property under this 1-22 section is not required to comply with any provision of this title, 1-23 including Sections 263.001 and 272.001, requiring a public auction 1-24 or bidding process for the disposal of property. 1-25 SECTION 2. The importance of this legislation and the 1-26 crowded condition of the calendars in both houses create an 1-27 emergency and an imperative public necessity that the 1-28 constitutional rule requiring bills to be read on three several 1-29 days in each house be suspended, and this rule is hereby suspended, 1-30 and that this Act take effect and be in force from and after its 1-31 passage, and it is so enacted. 1-32 * * * * *
