                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to authorization of the creation of Texas growth fund II.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  The creation of Texas growth fund II is

 1-5     authorized, as provided by Section 70(m), Article XVI, Texas

 1-6     Constitution.

 1-7           SECTION 2.  (a) Except as provided by Subsection (b), this

 1-8     Act takes effect January 1, 1998.

 1-9           (b)  If the constitutional amendment proposed by ___ J.R. No.

1-10     ____, Acts of the 75th Legislature, Regular Session, 1997, is

1-11     adopted by the voters, this Act does not take effect.

1-12           SECTION 3.  The importance of this legislation and the

1-13     crowded condition of the calendars in both houses create an

1-14     emergency and an imperative public necessity that the

1-15     constitutional rule requiring bills to be read on three several

1-16     days in each house be suspended, and this rule is hereby suspended.
