                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the experience credited in placing a public school

 1-3     teacher or librarian on the state minimum salary schedule.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Section 21.403(c), Education Code, is amended to

 1-6     read as follows:

 1-7           (c)  The State Board for Educator Certification shall propose

 1-8     rules for approval by the State Board of Education for determining

 1-9     the experience for which a teacher or librarian is to be given

1-10     credit in placing the teacher or librarian on the minimum salary

1-11     schedule.  A [In determining the placement of a teacher or

1-12     librarian on the minimum salary schedule, a] district shall credit

1-13     the teacher or librarian [person] for each year of experience

1-14     without regard to whether the years are consecutive.

1-15           SECTION 2.  The State Board for Educator Certification shall

1-16     propose rules for determining the experience for which a public

1-17     school teacher or librarian is to be given credit in placing the

1-18     teacher or librarian on the state minimum salary schedule, as

1-19     required by Section 21.403(c), Education Code, as amended by this

1-20     Act, not later than January 1, 1998.

1-21           SECTION 3.  The importance of this legislation and the

1-22     crowded condition of the calendars in both houses create an

1-23     emergency and an imperative public necessity that the

1-24     constitutional rule requiring bills to be read on three several

 2-1     days in each house be suspended, and this rule is hereby suspended,

 2-2     and that this Act take effect and be in force from and after its

 2-3     passage, and it is so enacted.
