                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the membership of a local workforce development board.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  Section 2308.256, Government Code, is amended by

 1-5     adding Subsection (g) to read as follows:

 1-6           (g)  At least one of the members of a board appointed under

 1-7     Subsection (a) must, in addition to the qualifications required for

 1-8     the member under that subsection, have expertise in child care or

 1-9     early childhood education.

1-10           SECTION 2.  This Act takes effect September 1, 1997, and

1-11     applies to a local workforce development board created on or after

1-12     that date.  The officials who appoint the members of a local

1-13     workforce development board created before the effective date of

1-14     this Act shall appoint new members to the board that reflect the

1-15     membership requirements of this Act as vacancies occur on the board

1-16     or as the terms of members serving on the board before the

1-17     effective date expire.

1-18           SECTION 3.  The importance of this legislation and the

1-19     crowded condition of the calendars in both houses create an

1-20     emergency and an imperative public necessity that the

1-21     constitutional rule requiring bills to be read on three several

1-22     days in each house be suspended, and this rule is hereby suspended.
