 1-7                            A BILL TO BE ENTITLED

 1-8                                   AN ACT

 1-9     relating to notification of a judgment against a Mexican resident

1-10     arising from a vehicle accident.

1-11           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

1-12           SECTION 1.  Section 601.331(e), Transportation Code, is

1-13     amended to read as follows:

1-14           (e)  If the defendant named in a judgment reported to the

1-15     department is a nonresident, the department shall send a certified

1-16     copy of the judgment to the official in charge of issuing driver's

1-17     licenses and vehicle registrations of the state, [or] province of

1-18     Canada, or state of Mexico in which the defendant resides.

1-19           SECTION 2.  The change in law made by this Act applies only

1-20     to a judgment rendered on or after the effective date of this Act.

1-21     A  judgment rendered before the effective date of this Act is

1-22     governed by the law in effect when the judgment was rendered, and

1-23     the former law is continued in effect for that purpose.

1-24           SECTION 3.  This Act takes effect September 1, 1997.

1-25           SECTION 4.  The importance of this legislation and the

1-26     crowded condition of the calendars in both houses create an

1-27     emergency and an imperative public necessity that the

1-28     constitutional rule requiring bills to be read on three several

1-29     days in each house be suspended, and this rule is hereby suspended.
