                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the requirement that alcohol awareness information be

 1-3     included in the curriculum of certain driver education and driving

 1-4     safety courses.

 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-6           SECTION 1.  The Texas Education Agency by rule shall require

 1-7     that after January 1, 1998, information relating to alcohol

 1-8     awareness and the effect of alcohol on the effective operation of a

 1-9     motor vehicle be included in the curriculum of any driver education

1-10     or driving safety course that is governed by the agency.  The Texas

1-11     Education Agency shall consult with the Department of Public Safety

1-12     in developing rules under this Act.  This Act expires January 2,

1-13     1998.

1-14           SECTION 2.  This Act takes effect September 1, 1997.

1-15           SECTION 3.  The importance of this legislation and the

1-16     crowded condition of the calendars in both houses create an

1-17     emergency and an imperative public necessity that the

1-18     constitutional rule requiring bills to be read on three several

1-19     days in each house be suspended, and this rule is hereby suspended.
