                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to jurisdiction of certain counties for purposes of

 1-3     subdivision platting requirements.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Section 232.022(b), Local Government Code, is

 1-6     amended to read as follows:

 1-7           (b)  For purposes of this section:[,]

 1-8                 (1)  land is considered to be in the jurisdiction of an

 1-9     affected [a] county with a population of less than 500,000 if the

1-10     land is located in the county, outside:

1-11                       (A)  the corporate limits of municipalities;[,]

1-12     and

1-13                       (B)  [outside] the extraterritorial jurisdiction

1-14     of municipalities, as determined under Chapter 42; and

1-15                 (2)  land is considered to be in the jurisdiction of an

1-16     affected county with a population of 500,000 or more if the land is

1-17     located in the county, outside:

1-18                       (A)  the corporate limits of municipalities;

1-19                       (B)  the extraterritorial jurisdiction of

1-20     municipalities, as determined under Chapter 42; and

1-21                       (C)  the area that extends five miles beyond the

1-22     corporate limits of municipalities that have a population of more

1-23     than 20,000.

1-24           SECTION 2.  The importance of this legislation and the

 2-1     crowded condition of the calendars in both houses create an

 2-2     emergency and an imperative public necessity that the

 2-3     constitutional rule requiring bills to be read on three several

 2-4     days in each house be suspended, and this rule is hereby suspended.
