                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the abolishment of the Commission on Jail Standards.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  Chapter 511, Government Code, is repealed.

 1-5           SECTION 2.  On the effective date of this Act:

 1-6                 (1)  the Commission on Jail Standards is abolished and

 1-7     the terms of the members of the commission expire;

 1-8                 (2)  all unobligated funds of the commission are

 1-9     transferred to the general revenue fund;

1-10                 (3)  the property of the commission is transferred to

1-11     the General Services Commission; and

1-12                 (4)  the records of the commission are transferred to

1-13     the Legislative Budget Board.                          

1-14           SECTION 3.  This Act takes effect September 1, 1997.

1-15           SECTION 4.  The importance of this legislation and the

1-16     crowded condition of the calendars in both houses create an

1-17     emergency and an imperative public necessity that the

1-18     constitutional rule requiring bills to be read on three several

1-19     days in each house be suspended, and this rule is hereby suspended.
