                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the authorization of the sale of undeveloped land by

 1-3     certain persons and the purchase of facilitation of the purchase of

 1-4     same by certain non-profit corporations without subdividing,

 1-5     platting or making provision for water or other utility services.

 1-6           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-7           SECTION 1.  Commissioner court of a County shall identify

 1-8     individual lots in the unincorporated area of the county that are

 1-9     undeveloped and are for sale.

1-10           SECTION 2.  Commissioners court shall organize these areas

1-11     into large parcels.  After these have organized the commissioners

1-12     court shall provide required development.

1-13           SECTION 3.  Non-profit organizations shall facilitate the

1-14     purchase of lots.

1-15           SECTION 4.  This Act takes effect September 1, 1997.

1-16           SECTION 5.  The importance of this legislation and the

1-17     crowded condition of the calendars in both houses create an

1-18     emergency and an imperative public necessity that the

1-19     constitutional rule requiring bills to be read on three several

1-20     days in each house be suspended, and this rule is hereby suspended.
