                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the salaries of the members of the commissioners court

 1-3     of certain counties.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Subchapter Z, Chapter 152, Local Government Code,

 1-6     is amended by adding Section 152.9045 to read as follows:

 1-7           Sec. 152.9045.  SALARY OF COUNTY JUDGE AND COUNTY

 1-8     COMMISSIONERS IN POPULOUS COUNTY.  (a)  This section applies only

 1-9     to a county with a population of more than 250,000.

1-10           (b)  The commissioners court of the county shall pay the

1-11     county judge a total annual salary of at least an amount equal to

1-12     $5,000 less than the amount of the base salary paid by the state to

1-13     a district judge.

1-14           (c)  The commissioners court of the county shall pay a county

1-15     commissioner a total annual salary of at least an amount equal to

1-16     $5,000 less than the amount of the total annual salary paid to the

1-17     county judge under Subsection (b).

1-18           SECTION 2.  Sections 152.904(b) and (e), Local Government

1-19     Code, are repealed.

1-20           SECTION 3.  This Act takes effect September 1, 1997, and

1-21     applies only to the payment of a salary in a fiscal year of a

1-22     county beginning on or after that date.

1-23           SECTION 4.  The importance of this legislation and the

1-24     crowded condition of the calendars in both houses create an

 2-1     emergency and an imperative public necessity that the

 2-2     constitutional rule requiring bills to be read on three several

 2-3     days in each house be suspended, and this rule is hereby suspended.
