                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to public notification of an application for a pawnshop

 1-3     license in certain counties.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  The Texas Pawnshop Act (Article 5069-51.01 et

 1-6     seq., Vernon's Texas Civil Statutes) is amended by adding Section

 1-7     4A to read as follows:

 1-8           Sec. 4A.  NOTICE TO PUBLIC OFFICIALS.  The commissioner shall

 1-9     give notice of each pawnshop license application made for a

1-10     location in a county with a population of 1.5 million or more to:

1-11                 (1)  the state representative in whose district the

1-12     applicant's business is to be conducted; and

1-13                 (2)  the state senator in whose district the

1-14     applicant's business is to be conducted.

1-15           SECTION 2.  This Act takes effect September 1, 1997, and

1-16     applies only to an application for a pawnshop license that is filed

1-17     with the consumer credit commissioner on or after that date.  An

1-18     application filed before that date is governed by the law in effect

1-19     on the date that the application was filed, and the former law is

1-20     continued in effect for that purpose.

1-21           SECTION 3.  The importance of this legislation and the

1-22     crowded condition of the calendars in both houses create an

1-23     emergency and an imperative public necessity that the

1-24     constitutional rule requiring bills to be read on three several

 2-1     days in each house be suspended, and this rule is hereby suspended.
