A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to the juvenile board of Red River County.
1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-4 SECTION 1. Section 152.2001, Human Resources Code, is
1-5 amended to read as follows:
1-6 Sec. 152.2001. RED RIVER COUNTY. (a) The Red River County
1-7 Juvenile Board is composed of the county judge and the district
1-8 judges in the county. The county judge serves as the chairman and
1-9 chief administrative officer of the juvenile board.
1-10 (b) The commissioners court may pay the members of the
1-11 juvenile board additional annual compensation set by the
1-12 commissioners court at not less than $1,200 for the added duties
1-13 imposed on the members. The compensation is payable in equal
1-14 monthly installments out of the general funds of the county.
1-15 (c) The commissioners court may reimburse the juvenile court
1-16 judge in the county for the judge's actual and necessary expenses
1-17 incurred in attending seminars and other educational or
1-18 instructional meetings relating to juvenile problems. Annual
1-19 reimbursement provided to a judge under this subsection may not
1-20 exceed $600.
1-21 (d) The commissioners court shall set the annual rate of
1-22 increase in salaries for juvenile probation employees and juvenile
1-23 judges at the rate of increase given to other Red River County
1-24 employees or to state employees. If the rates are different, the
2-1 commissioners court may choose one of the rates or choose a rate
2-2 that is between the two rates. In choosing the rate, the
2-3 commissioners court may consider any relevant factor, including the
2-4 source of the funds, the duties and workload of the employees, and
2-5 the effect on other county employees. [The commissioners court
2-6 shall provide the funds for the salaries and reasonable expenses of
2-7 the juvenile probation officers.]
2-8 (e) Sections 152.0002, 152.0003, 152.0004, 152.0005,
2-9 152.0006, 152.0007, and 152.0008(a) do not apply to the juvenile
2-10 board of Red River County.
2-11 SECTION 2. This Act takes effect September 1, 1997.
2-12 SECTION 3. The importance of this legislation and the
2-13 crowded condition of the calendars in both houses create an
2-14 emergency and an imperative public necessity that the
2-15 constitutional rule requiring bills to be read on three several
2-16 days in each house be suspended, and this rule is hereby suspended.
