                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to creating a recognition day on February 19 in honor of

 1-3     Texas' joining the Union.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Subchapter C, Chapter 662, Government Code, is

 1-6     amended by adding Section 662.046 to read as follows:

 1-7           Sec. 662.046.  STATE OF TEXAS ANNIVERSARY REMEMBRANCE DAY

 1-8     (STAR DAY).  (a)  February 19 is State of Texas Anniversary

 1-9     Remembrance Day (STAR Day) in honor of Texas' joining the Union and

1-10     the day that James Pinckney Henderson became the first governor of

1-11     the State of Texas in 1846.

1-12           (b)  State of Texas Anniversary Remembrance Day (STAR Day)

1-13     shall be regularly observed by appropriate and patriotic programs

1-14     in the public schools and other places to properly commemorate the

1-15     annexation of this state and to inspire a greater appreciation for

1-16     the history of this state.

1-17           SECTION 2.  The importance of this legislation and the

1-18     crowded condition of the calendars in both houses create an

1-19     emergency and an imperative public necessity that the

1-20     constitutional rule requiring bills to be read on three several

1-21     days in each house be suspended, and this rule is hereby suspended,

1-22     and that this Act take effect and be in force from and after its

1-23     passage, and it is so enacted.
