A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to abolishing the pollution prevention council.
1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-4 SECTION 1. Section 361.0215(b), Health and Safety Code, is
1-5 amended to read as follows:
1-6 (b) The committee shall advise the commission[, pollution
1-7 prevention council,] and interagency coordination council on:
1-8 (1) [matters the council is required to consider under
1-9 Section 361.021(d);]
1-10 [(2)] the appropriate organization of state agencies
1-11 and the financial and technical resources required to aid the state
1-12 in its efforts to promote waste reduction and minimization;
1-13 (2) [(3)] the development of public awareness programs
1-14 to educate citizens about hazardous waste and the appropriate
1-15 disposal of hazardous waste and hazardous materials that are used
1-16 and collected by households;
1-17 (3) [(4)] the provision of technical assistance to
1-18 local governments for the development of waste management
1-19 strategies designed to assist small quantity generators of
1-20 hazardous waste; and
1-21 (4) [(5)] other possible programs to more effectively
1-22 implement the state's hierarchy of preferred waste management
1-23 technologies as set forth in Section 361.023(a).
1-24 SECTION 2. Section 361.0211, Health and Safety Code, is
2-1 repealed.
2-2 SECTION 3. The importance of this legislation and the
2-3 crowded condition of the calendars in both houses create an
2-4 emergency and an imperative public necessity that the
2-5 constitutional rule requiring bills to be read on three several
2-6 days in each house be suspended, and this rule is hereby suspended,
2-7 and that this Act take effect and be in force from and after its
2-8 passage, and it is so enacted.
