         Substitute the following for H.B. No. 1999:

                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the disposition by the Railroad Commission of Texas of

 1-3     well-site equipment from a wellbore transferred to the Texas

 1-4     Experimental Research and Recovery Activity.

 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-6           SECTION 1.  Section 93.013, Natural Resources Code, is

 1-7     amended by adding Subsection (g) to read as follows:

 1-8           (g)  The commission may dispose of well-site equipment from a

 1-9     wellbore transferred to TERRA in a commercially reasonable manner

1-10     as provided by Section 89.085(a)(2) without entering into a

1-11     contract to plug the well.

1-12           SECTION 2.  This Act takes effect September 1, 1997.

1-13           SECTION 3.  The importance of this legislation and the

1-14     crowded condition of the calendars in both houses create an

1-15     emergency and an imperative public necessity that the

1-16     constitutional rule requiring bills to be read on three several

1-17     days in each house be suspended, and this rule is hereby suspended.
