                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to temporary vehicle registration.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  Section 502.354, Transportation Code, is amended

 1-5     by amending Subsection (e) and adding Subsection (i) to read as

 1-6     follows:

 1-7           (e)  A person may obtain a permit under this section by:

 1-8                 (1)  applying on a form provided by the department to:

 1-9                       (A)  the county assessor-collector of the county

1-10     in which the vehicle will first be operated on a public highway; or

1-11                       (B)  the department in Austin or at one of the

1-12     vehicle title and registration regional offices; [and]

1-13                 (2)  paying a fee, in cash or by postal money order or

1-14     certified check, of:

1-15                       (A)  $5 for a one-trip permit; or

1-16                       (B)  $25 for each 30-day period; and

1-17                 (3)  furnishing evidence of financial responsibility

1-18     for the vehicle which complies with Sections 502.153(c) and

1-19     601.168(a), the policies to be written by an insurance company or

1-20     surety company authorized to write motor vehicle liability

1-21     insurance in this state.

1-22           (i)  The department may:

1-23                 (1)  adopt rules to administer this section; and

1-24                 (2)  prescribe an application for a permit and other

 2-1     forms under this section.

 2-2           SECTION 2.  The importance of this legislation and the

 2-3     crowded condition of the calendars in both houses create an

 2-4     emergency and an imperative public necessity that the

 2-5     constitutional rule requiring bills to be read on three separate

 2-6     days in each house be suspended, and this rule is hereby suspended,

 2-7     and that this Act take effect and be in force from and after its

 2-8     passage, and it is so enacted.
