No. 2082 1-2 (In the Senate - Received from the House April 21, 1997; 1-3 April 22, 1997, read first time and referred to Committee on 1-4 Criminal Justice; May 15, 1997, reported favorably by the following 1-5 vote: Yeas 6, Nays 0; May 15, 1997, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the authority of the Texas Youth Commission to sell or 1-9 license the right to use a treatment program developed by the 1-10 commission. 1-11 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-12 SECTION 1. Subchapter C, Chapter 61, Human Resources Code, 1-13 is amended by adding Section 61.051 to read as follows: 1-14 Sec. 61.051. SALE OR LICENSE OF TREATMENT PROGRAMS. 1-15 (a) The commission may sell or license to an individual or a 1-16 private or public entity the right to use a treatment program 1-17 developed by the commission. 1-18 (b) Proceeds from the sale or license of a treatment program 1-19 shall be deposited to the credit of the fund that provided the 1-20 money to finance the development of the treatment program. 1-21 SECTION 2. The importance of this legislation and the 1-22 crowded condition of the calendars in both houses create an 1-23 emergency and an imperative public necessity that the 1-24 constitutional rule requiring bills to be read on three several 1-25 days in each house be suspended, and this rule is hereby suspended, 1-26 and that this Act take effect and be in force from and after its 1-27 passage, and it is so enacted. 1-28 * * * * *
