                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to prohibiting members of the governing board of the Texas

 1-3     Department of Housing and Community Affairs from interfering with

 1-4     the processing of applications for low-income housing tax credits.

 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-6           SECTION 1.  Subchapter C, Chapter 2306, Government Code, is

 1-7     amended by adding Section 2306.057 to read as follows:

 1-8           Sec. 2306.057.  LIMITATION OF BOARD AUTHORITY IN CERTAIN

 1-9     MATTERS.  A board member may not contact an employee of the

1-10     department with the intent to influence the processing of an

1-11     application for a low-income housing tax credit.

1-12           SECTION 2.  This Act takes effect September 1, 1997.

1-13           SECTION 3.  The importance of this legislation and the

1-14     crowded condition of the calendars in both houses create an

1-15     emergency and an imperative public necessity that the

1-16     constitutional rule requiring bills to be read on three several

1-17     days in each house be suspended, and this rule is hereby suspended.
