                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the enforcement of possession orders by the Title IV-D

 1-3     agency.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Section 231.002(a), Family Code, is amended to

 1-6     read as follows:

 1-7           (a)  The Title IV-D agency may:

 1-8                 (1)  accept, transfer, and expend funds, subject to the

 1-9     General Appropriations Act, made available by the federal or state

1-10     government or by another public or private source for the purpose

1-11     of carrying out this chapter;

1-12                 (2)  adopt rules for the provision of child support

1-13     services;

1-14                 (3)  initiate legal actions needed to implement this

1-15     chapter;  [and]

1-16                 (4)  enter into contracts or agreements necessary to

1-17     administer this chapter; and

1-18                 (5)  initiate legal actions to enforce possession

1-19     orders issued under Chapter 153.

1-20           SECTION 2.  This Act takes effect September 1, 1997, and

1-21     applies only to a possession order issued on or after that date.

1-22           SECTION 3.  The importance of this legislation and the

1-23     crowded condition of the calendars in both houses create an

1-24     emergency and an imperative public necessity that the

 2-1     constitutional rule requiring bills to be read on three several

 2-2     days in each house be suspended, and this rule is hereby suspended.
