14-4 SECTION 2. The districts established by this Act apply to
14-5 the election of the members of the Texas House of Representatives
14-6 beginning with the primary and general elections in 1998 for
14-7 members of the 76th Legislature. This Act does not affect the
14-8 membership or districts of the Texas House of Representatives of
14-9 the 75th Legislature.
14-10 SECTION 3. The importance of this legislation and the
14-11 crowded condition of the calendars in both houses create an
14-12 emergency and an imperative public necessity that the
14-13 constitutional rule requiring bills to be read on three several
14-14 days in each house be suspended, and this rule is hereby suspended,
14-15 and that this Act take effect and be in force from and after its
14-16 passage, and it is so enacted.
