17-5 SECTION 2. The districts established by this Act apply to
17-6 the election of the members of the Texas House of Representatives
17-7 beginning with the primary and general elections in 1998 for
17-8 members of the 76th Legislature. This Act does not affect the
17-9 membership or districts of the Texas House of Representatives of
17-10 the 75th Legislature.
17-11 SECTION 3. The importance of this legislation and the
17-12 crowded condition of the calendars in both houses create an
17-13 emergency and an imperative public necessity that the
17-14 constitutional rule requiring bills to be read on three several
17-15 days in each house be suspended, and this rule is hereby suspended,
17-16 and that this Act take effect and be in force from and after its
17-17 passage, and it is so enacted.
