6-18           SECTION 2.  The districts established by this Act apply to

6-19     the election of the members of the Texas House of Representatives

6-20     beginning with the primary and general elections in 1998 for

6-21     members of the 76th Legislature.  This Act does not affect the

6-22     membership or districts of the Texas House of Representatives of

6-23     the 75th Legislature.

6-24           SECTION 3.  The importance of this legislation and the

6-25     crowded condition of the calendars in both houses create an

6-26     emergency and an imperative public necessity that the

6-27     constitutional rule requiring bills to be read on three several

6-28     days in each house be suspended, and this rule is hereby suspended,

6-29     and that this Act take effect and be in force from and after its

6-30     passage, and it is so enacted.
