                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the provision of transportation services to entities

 1-3     that receive transportation funds from the federal government in

 1-4     connection with the provision of social services.

 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-6           SECTION 1.  Title 9, Human Resources Code, is amended by

 1-7     adding Chapter 136 to read as follows:

 1-8             CHAPTER 136.  PROVISION OF TRANSPORTATION SERVICES

 1-9           Sec. 136.001.  CONTRACT WITH TRANSPORTATION PROVIDERS.  Each

1-10     state agency, political subdivision of this state, or entity under

1-11     contract with a state agency or political subdivision to provide

1-12     social services that receives funds directly or indirectly from the

1-13     federal government for social services that may be spent on

1-14     transportation services shall contract with a transportation

1-15     provider that operates under Chapter 451, 452, or 453,

1-16     Transportation Code, or that receives public money under Chapter

1-17     456, Transportation Code, to provide transportation services.

1-18           SECTION 2.  The importance of this legislation and the

1-19     crowded condition of the calendars in both houses create an

1-20     emergency and an imperative public necessity that the

1-21     constitutional rule requiring bills to be read on three several

1-22     days in each house be suspended, and this rule is hereby suspended,

1-23     and that this Act take effect and be in force from and after its

1-24     passage, and it is so enacted.
