1-1                                   AN ACT

 1-2     relating to the charge and control of certain state facilities

 1-3     located in Kerrville.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Charge and control of the state building and

 1-6     grounds located at 125 Lehmann Drive in Kerrville are transferred

 1-7     from the Railroad Commission of Texas to the Upper Guadalupe River

 1-8     Authority.  The Railroad Commission of Texas shall transfer any

 1-9     records related to the building and its grounds to the Upper

1-10     Guadalupe River Authority.

1-11           SECTION 2.  Nothing herein shall be construed as transferring

1-12     title to the state building nor the land belonging to the permanent

1-13     school fund to the Upper Guadalupe River Authority.

1-14           SECTION 3.  This Act takes effect September 1, 1997.

1-15           SECTION 4.  The importance of this legislation and the

1-16     crowded condition of the calendars in both houses create an

1-17     emergency and an imperative public necessity that the

1-18     constitutional rule requiring bills to be read on three several

1-19     days in each house be suspended, and this rule is hereby suspended.
