1-1 AN ACT 1-2 relating to permitting the Board of Regents of The University of 1-3 Texas System to convey an interest in certain real property to a 1-4 political subdivision located in Hidalgo County. 1-5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-6 SECTION 1. (a) The Board of Regents of The University of 1-7 Texas System may enter into a contract with any political 1-8 subdivision located in Hidalgo County to convey to the political 1-9 subdivision an interest in real property owned by The University of 1-10 Texas--Pan American, a component institution of The University of 1-11 Texas System. 1-12 (b) As a condition of a contract entered into under this Act 1-13 to establish a special events center, the Board of Regents of The 1-14 University of Texas System shall: 1-15 (1) require the political subdivision to construct a 1-16 special events center and related facilities, including parking 1-17 areas and access roads; and 1-18 (2) contract with the political subdivision for the 1-19 joint use of the special events center and related facilities by 1-20 The University of Texas--Pan American and the political subdivision 1-21 under terms that are and for consideration that is mutually 1-22 agreeable to the parties. 1-23 (c) The Board of Regents of The University of Texas System 1-24 shall grant easements to provide adequate ingress and egress by the 2-1 public using the special events center and related facilities. 2-2 (d) The contract for conveyance may contain other 2-3 consideration that is mutually agreeable to the Board of Regents of 2-4 The University of Texas System and the political subdivision. 2-5 (e) If the special events center and related facilities are 2-6 abandoned permanently, title to the real property reverts to the 2-7 Board of Regents of The University of Texas System. 2-8 (f) Section 31.159, Natural Resources Code, shall not apply 2-9 to a contract entered into under this section. 2-10 SECTION 2. The importance of this legislation and the 2-11 crowded condition of the calendars in both houses create an 2-12 emergency and an imperative public necessity that the 2-13 constitutional rule requiring bills to be read on three several 2-14 days in each house be suspended, and this rule is hereby suspended, 2-15 and that this Act take effect and be in force from and after its 2-16 passage, and it is so enacted. _______________________________ _______________________________ President of the Senate Speaker of the House I certify that H.B.
