                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to permitting the Board of Regents of The University of
 1-3     Texas System to convey certain real property to a political
 1-4     subdivision located in Hidalgo County.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  (a)  The Board of Regents of The University of
 1-7     Texas System may enter into a contract with any political
 1-8     subdivision located in Hidalgo County to convey to the political
 1-9     subdivision real property owned by The University of Texas--Pan
1-10     American, a component institution of The University of Texas
1-11     System.
1-12           (b)  As a condition of the contract entered into under this
1-13     Act, the Board of Regents of The University of Texas System shall:
1-14                 (1)  require the political subdivision to construct a
1-15     special events center and related facilities, including parking
1-16     areas and access roads; and
1-17                 (2)  contract with the political subdivision for the
1-18     joint use of the special events center and related facilities by
1-19     The University of Texas--Pan American and the political subdivision
1-20     under terms that are and for consideration that is mutually
1-21     agreeable to the parties.
1-22           (c)  The Board of Regents of The University of Texas System
1-23     shall grant easements to provide adequate ingress and egress by the
1-24     public using the special events center and related facilities.
 2-1           (d)  The contract for conveyance may contain other
 2-2     consideration that is mutually agreeable to the Board of Regents of
 2-3     The University of Texas System and the political subdivision.
 2-4           (e)  If the special events center and related facilities are
 2-5     abandoned permanently, title to the real property reverts to the
 2-6     Board of Regents of The University of Texas System.
 2-7           SECTION 2.  The importance of this legislation and the
 2-8     crowded condition of the calendars in both houses create an
 2-9     emergency and an imperative public necessity that the
2-10     constitutional rule requiring bills to be read on three several
2-11     days in each house be suspended, and this rule is hereby suspended,
2-12     and that this Act take effect and be in force from and after its
2-13     passage, and it is so enacted.
