1-1                                   AN ACT

 1-2     relating to a study of the state's health and human services needs.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  (a)  As part of the Sunset Advisory Commission's

 1-5     review of health and human services agencies in accordance with

 1-6     Chapter 325, Government Code (Texas Sunset Act), during the 76th

 1-7     Legislature, the commission shall study:

 1-8                 (1)  the need for objective research and analysis of

 1-9     health and human services needs and programs;

1-10                 (2)  options for objective development of a long-range

1-11     strategic plan for health and human services in this state;

1-12                 (3)  whether existing resources available to the

1-13     legislature include safeguards needed to maintain the quality of

1-14     research and promote greater accountability to state leadership;

1-15     and

1-16                 (4)  the most appropriate means for providing to the

1-17     legislature the research information necessary to manage Texas'

1-18     health and human services system and plan for its future.

1-19           (b)  The Sunset Advisory Commission shall consider the

1-20     results of the study in developing its recommendations before the

1-21     76th Legislature convenes.

1-22           SECTION 2.  The importance of this legislation and the

1-23     crowded condition of the calendars in both houses create an

1-24     emergency and an imperative public necessity that the

 2-1     constitutional rule requiring bills to be read on three several

 2-2     days in each house be suspended, and this rule is hereby suspended,

 2-3     and that this Act take effect and be in force according to its

 2-4     terms, and it is so enacted.
