A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to the period of validity of and fees for a personal
1-3 identification certificate.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Subchapter M, Chapter 521, Transportation Code,
1-6 is amended by adding Section 521.2711 to read as follows:
1-7 Sec. 521.2711. PERSONAL IDENTIFICATION CERTIFICATE
1-8 EXPIRATION. (a) Each personal identification certificate expires
1-9 on the 60th birthday of the certificate holder.
1-10 (b) A personal identification certificate that is renewed
1-11 expires on the 12th anniversary of the expiration date before
1-12 renewal.
1-13 SECTION 2. Section 521.422, Transportation Code, is amended
1-14 to read as follows:
1-15 Sec. 521.422. PERSONAL IDENTIFICATION CERTIFICATE FEE. (a)
1-16 The fee for issuance of a personal identification certificate is:
1-17 (1) $85 if on the date of application the applicant is
1-18 younger than 25 years of age;
1-19 (2) $75 if on the date of application the applicant is
1-20 at least 25 years of age but younger than 35 years of age;
1-21 (3) $60 if on the date of application the applicant is
1-22 at least 35 years of age but younger than 45 years of age;
1-23 (4) $40 if on the date of application the applicant is
1-24 at least 45 years of age but younger than 50 years of age;
2-1 (5) $20 if on the date of application the applicant is
2-2 at least 50 years of age but younger than 55 years of age; and
2-3 (6) $16 if on the date of application the applicant is
2-4 at least 55 years of age.
2-5 (b) The fee for renewal of a personal identification
2-6 certificate is[:]
2-7 [(1) $10 for a person under 65 years of age; and]
2-8 [(2)] $5 for a person 60 [65] years of age or older.
2-9 (c) The department shall provide, on request of the
2-10 applicant, for payment in installments over a period of one year of
2-11 a fee prescribed by Subsection (a).
2-12 SECTION 3. Section 521.101(f), Transportation Code, is
2-13 amended to read as follows:
2-14 (f) On request of a certificate holder who is at least 21
2-15 years of age, the department shall remove an "UNDER 21" indication
2-16 from the holder's certificate without charge [A certificate expires
2-17 on a date specified by the department].
2-18 SECTION 4. A personal identification certificate for which a
2-19 renewal application is filed on or after the effective date of this
2-20 Act is subject to the expiration and fee provisions applicable to
2-21 an original certificate under Chapter 521, Transportation Code, as
2-22 amended by this Act.
2-23 SECTION 5. This Act takes effect September 1, 1997.
2-24 SECTION 6. The importance of this legislation and the
2-25 crowded condition of the calendars in both houses create an
2-26 emergency and an imperative public necessity that the
2-27 constitutional rule requiring bills to be read on three several
3-1 days in each house be suspended, and this rule is hereby suspended.
