                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the terms of the board of hospital managers of the El

 1-3     Paso County Hospital District.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Section 281.022, Health and Safety Code, is

 1-6     amended by adding Subsection (c) to read as follows:

 1-7           (c)  The members of the board of managers of the El Paso

 1-8     County Hospital District serve staggered four-year terms, with as

 1-9     near as possible to one-half of the members' terms expiring in each

1-10     odd-numbered year.

1-11           SECTION 2.  (a)  This Act takes effect September 1, 1997.

1-12           (b)  The members of the board of managers of the El Paso

1-13     County Hospital District serving on the effective date of this Act

1-14     shall draw lots to determine the members, the number of whom must

1-15     be as near as possible to one-half of the total number of members,

1-16     who shall serve terms that expire in 2001 and the members, the

1-17     number of whom must be as near as possible to one-half of the total

1-18     number of members, who shall serve terms that expire in 1999.

1-19           (c)  At the time the terms of the board of managers of the El

1-20     Paso County Hospital District are determined under Subsection (b)

1-21     of this section,  the commissioners court shall establish the

1-22     specific date on which the terms of members of the board of

1-23     managers shall expire each odd-numbered year.

1-24           SECTION 3.  The importance of this legislation and the

 2-1     crowded condition of the calendars in both houses create an

 2-2     emergency and an imperative public necessity that the

 2-3     constitutional rule requiring bills to be read on three several

 2-4     days in each house be suspended, and this rule is hereby suspended.
